They also pointed to AI potentially boosting developer productivity and, in turn, affecting smart-contract platforms' momentum.

Delaware lawmakers introduced two bills Monday aimed at licensing payment stablecoin issuers and digital asset service providers, while also letting state-chartered banks hold and administer digital assets in a fiduciary role. SB 19 would set a state licensing regime with reserve, redemption-timing, capital, AML, and data-privacy requirements, and SB 16 would modernize Delaware's banking code for the first time since 1981 by defining digital assets and treating them as personal property.

TRON DAO said on Monday it expanded its AI fund from $100 million to $1 billion to invest in or acquire early-stage startups building infrastructure for the agentic economy. The program targets four areas: agent identity, stablecoin payment rails, tokenized real-world assets and developer tooling for autonomous financial systems.

NovaBay Pharmaceuticals said Monday it will rebrand as Stablecoin Development Corporation, and its shares climbed nearly 19% to $1.38 in the following session. The company said its ticker will switch from NBY to SDEV effective April 3, and disclosed holding two billion Sky (SKY) tokens as of March 16, plus 26.6 million SKY in cumulative staking rewards.

NovaBay Pharmaceuticals said it will exit pharmaceuticals and rebrand as Stablecoin Development Corporation (SDC), with the new ticker SDEV expected to begin trading April 3. The firm disclosed holdings of more than 2 billion SKY tokens (about 8.8% of supply, roughly $150 million) and said it has earned about 26.6 million SKY in staking rewards so far. Shares rose 19% to around $1.38 on the announcement, though the stock is still down more than 95% year to date.

Circle told EU policymakers it wants faster changes to the bloc's digital-asset rules, saying delays could slow institutional adoption of tokenized markets. In feedback submitted March 20 on the European Commission's proposed Market Integration Package, the company backed expanding the DLT Pilot Regime but asked for adaptive thresholds and clearer routes from pilot programs to permanent rules. It also urged broader use of MiCA-compliant stablecoins in securities settlement and wider access to settlement accounts beyond banks and CSDs.

Aave DAO has approved an Aave Request for Comment (ARFC) snapshot vote to kick off community discussion on deploying Aave V4 to Ethereum mainnet, with a rollout expected this year. The vote ran four days and closed with 100% support, starting a non-binding phase before any onchain Aave Improvement Proposal and deployment. V4 introduces a modular Hub-and-Spoke design and deeper integration of the GHO stablecoin, as the protocol navigates contributor changes including planned exits by BGD Labs and Aave Chan Initiative.

Resolv paused its protocol after a private key compromise let an attacker mint about $80M in uncollateralized USR, sparking a sharp depeg. The team said roughly 9M USR linked to the attacker has been burned, and the only confirmed loss so far is about $0.5M from redemptions processed before the pause. USR later traded near $0.19, down over 56% in 24 hours, while Resolv reported holding around $141M in assets as it prepares a redemption plan for pre-incident holders.

Fidelity Investments submitted a letter on March 20, 2026 urging the SEC to create a framework that allows broker-dealers to offer, custody, and trade crypto assets on Alternative Trading Systems. The firm also called for clearer standards for tokenized securities, updated reporting rules for DeFi, and guidance on using distributed ledger technology for recordkeeping without being labeled a "clearing agency."

As of March 23, 2026, an analysis of 5,000 XRP Ledger blocks found that payments accounted for 53.20% of over 1 million sampled transactions. OfferCreate activity followed with about 371,895 transactions (34.2%), while NFTokenBurn ranked third at about 65,369. In the same block set, Ripple USD (RLUSD) led stablecoin-related transfers with 92,699, ahead of ARK at about 10,281.
