Circle Internet Financial shares (CRCL) fell 22% on Tuesday to $98 after reports said a revised Senate Banking Committee draft of the CLARITY Act would restrict stablecoin-related rewards. Analyst Ali Martinez says Bitcoin's historical four-year rhythm could set up a "golden entry" period between October 6 and October 16, 2026. He argues an on-chain fractal suggests a "final discount" phase and outlines potential buy zones at $41,500 to $45,000 versus around $70,800 at the time of his post.

Bitcoin has returned to a $65,000–$74,000 range and was trading around $69,000 after a brief move toward ~$76,000 failed earlier in the week. On Thursday, BTQ Technologies released Bitcoin Quantum testnet v0.3.0, delivering the first working implementation of Bitcoin Improvement Proposal 360 (BIP 360). The test network lets developers, miners, and researchers trial quantum-resistant transaction flows end to end, as BTC traded at $69,534, down 3% over the past 24 hours at the time of writing.

Citigroup analysts on Tuesday reduced their 12‑month price forecasts for Bitcoin from $143,000 to $112,000 and for Ethereum from $4,304 to $3,175, citing slow legislative progress on crypto regulation in the United States.
